They could have attempted to hold garrisons or retake forts, but resistance may have been strong. After these incodences, they probably had abandoned quite a few places including Solstheim. Imperials most likely left or diminished presence there. Imperials had issues with the Oblivion Crisis, followed other destabilizations in Cyrodiil, sacking of Southern Morrowind, Newly created Aldmeri Dominion, Thalmor killing Ocato, & the eruption of Red Mountain to name some.
Morrowind likely is under native Dunmer rule.
